    OP, since you say that you have an otherwise good working relationship with this guy, the next time he does it I would make a joke out of it that signals that you know he is looking. I used to work in a predominately male environment, and found that having a sense of humor while still drawing boundaries worked better than immediate confrontation. However, if he keeps doing it, and you are uncomfortable, you need to tell him directly to stop and/or go to HR.

    After the first few times of catching him I re-evaluated my choice of tops in the morning and noted not to wear the low cut or clingy ones...he still looks. Even if im in a t shirt and jeans day he will still look. I just cant win.
