The reason governments in Europe have been urging against it is because they fear lack of supply for medical staff.

Proper masks are obviously beneficial to the public.

upto 3/3: 461
10/3: 1924 (average 209/day)
17/3: 6636 (average 671/day)

I was in SE Asia (mostly Vietnam) for most of Jan/Feb this year. On face masks- the government send you text messages (easily google translated) and while they insisted everyone dealing with the public wears them they warn to the general population/visitors that it's best to wear them but don't get complacent.
The worry is (to that government) is that face masks lead to complacency and that same message was relayed to me by many people I met. They stop the spread but only if vigilance to general/hand hygiene is adhered to.

I left that part of the world a few weeks ago with "complacency will kill you" still ringing in my ears.

Very very low rate of testing. If we assume they started testing around the 28 of Feb or before . About 700 per day, pretty shocking really.

Ireland rate of testing is not very low compared to the rest of the EU

some comparison
France has 2314 deaths but only recorded 37,575 cases
France has 64 times as many deaths but only 15 times as many cases as Ireland, if Frances confirmed cases matched Ireland with death rate they would have 148K cases

Netherlands and Belgium are other interesting comparison
both have about 9-10K cases but Netherlands have twice as many deaths
and the the Netherlands has 4 times as many deaths as S.Korea if there cases matched SK they should have 40K cases

i have no idea. The government said last week they were testing 2000 per day and ramping up to 5000 if I remember correctly but they are at about 700 per day average it seems.

Real reason is lack of reagent needed for the kits hence they need to reserve what they have for most likely cases......but if you want another reason which played into this......Don’t forget the €30 fee HSE agreed with Doctors for Doctor consult over the phone it seems the HSE are only paying it for referred cases.
I’m sure we will soon hear some dissenting voices from Doctors about fielding all these calls for nothing

One thing that is puzzling me is how are you meant to know if you have been in contact with a confirmed case

Accepted but the complacency argument is a bit lame. "Don't wear a mask cos you might think it protects you cos it doesn't that much. Maybe you are so stupid you won't wash your hands"
