People of colour and immigrants are more likely to live in poverty.
    Incorrect lazy generalisation.

A quick look at data from the uk shows that the highest earners (even above white natives) are Chinese and Indian.

The very lower-end below everyone else shows Pakistan-bangladeshi, and slightly better, but still low is Afro-Caribbean.

Also high poverty would result in expectancy fiscal fraud, burgulary or thefts, rather than pure street voilence.
But the London (knife) crime wave (voilent gang culture). of 'voilent crime against the person' featuring mainly black victims (and perps) are: Afro-Caribbean

For the London acid-attack phonemana, it features strong cultural-religious markers tracing back to SE Asia (Pakistan mainly), this group also has some linkage to larger grooming gangs.

For EU-wide fraud and higher 'class' specalist crimes there are indications of highly organised Albanian involement.

Where does the money come from to do all this?

Same place it comes from to do everything else. It's a long term investment that results in a benefit in the reduction of crime and social welfare outgoings.

Sounds like it was a correct generalization with an exception.

So, the poor people you mentioned above? I am interested to know where you get the theory that living in poverty doesn't increase the likelihood of being involved in gang activity or violent crime. It seems contrary to every low income housing estate every where I've seen.
