They're still saying it because the contractor is still saying it. While it probably will open in late 2017 the official line is still early 2018. No journalist is going to take the word of an anonymous poster on a discussion forum ahead of the official line.

Yes it will,that's where the second flyover is going there will be a roundabout on both sides

This is the biggest project in the west of lreland and the media coverage has been useless so far

That's the 7th flyover that's now open along the m17,there are three left to open kilseagh 09/09/16,killeelaun 16/09/16,sheenpark 04/11/16

Some guesses:

These include the N17 between Tuam and the M6, which will become a national secondary route.

Probably the N83 - so the N83 will now be a route from Knock all the way to the Galway bypass.

The N18 between Claregalway and Oranbeg and another section between Kilcolgan and Gort will be downgraded to regional roads.
The N63 between Annagh Hill and Loughgeorge and the N66 Gort to Loughrea road will also become regional routes.

Straightforward - I suppose there is no need at all for the N66 now.

Meanwhile, the current N18 from Kilcolgan to Oranbeg and on to the roundabout at Galway Clinic will be upgraded to a national primary route.

It will probably become an extension of the N67 so this should say downgraded to a national secondary. It's interesting that the reclassification will go all the way up to Galway. They're completing an N67 that hugs the coast.
