    Phase 3 Surveys

    Following the announcement of the Preferred Option in February 2025, the Project Liaison Officer has continued to engage with landowners and representatives across the scheme, and this process will continue for the coming months.

    The Project Team would like to advise that, as we progress the project through Phase 3 – Design and Environmental Evaluation, we will be moving forward with a full suite of site surveys in the coming months, including but not limited to Environmental, Ground Investigation and Topographical Surveys.

    Where necessary, the Project Team will be in contact with relevant landowners to arrange these surveys.

    Am I the only person noticing a big increase in serious RTC's on the 52km section of the current N4 that has not been upgraded, in the past couple of years? There's seems to be a bad crash every few weeks with serious injuries or fatalities being mentioned more and more. It might be that I'm being biased and therefore noticing the reports/news stories more, because I have a vested interest in the upgrade of the N4 but I don't think that is fully the case.

    Before the NDP in 2018, TII conducted research into the stretches of the national road network with the highest rates of head on collisions and the stretch between Mullingar and Rooskey was one of the top ones (Cork-Limerick, Ballincollig-Farranfore and Ardee-Emyvale were the other ones that came out on top).

    With ever increasing volumes on the stretch it’s not surprising it’s quite noticeable

    It's very congested with a constant flow of traffic, have no figures but the % of HGVs seems very high. Not uncommon to see 3 or 4 trucks bunched up together. It's a decent road in most parts but hate that section (narrow) between Longford and Edgeworthstown and those small villages in Westmeath are a pain

    Latest

    As the project advances through Phase 3 – Design and Environmental Evaluation, the Project Team would like to advise that Ground Investigation surveys are scheduled to commence in November 2025 and will continue into 2026. These surveys form part of a wider programme of site investigations being undertaken during Phase 3.

    Irish Drilling Limited has now been appointed to deliver the Ground Investigation survey programme. The Project Liaison Team has been actively engaging with affected landowners to arrange access and provide further details on the planned survey activities.

    The Project Team would like to thank all landowners and stakeholders for their continued cooperation and support as the project progresses.

    It will be interesting to see if any of this will have a type 1 DC cross section. I've always thought it should be motorway up to the N4/N5 split but that's a pipe dream unfortunately.

    i hadnt been in the N4 in a good while but i had to go to sligo a few weeks a go. I could not get over the volume of traffic and in particular HGVs. The surface is also starting to break up.

    Yes, HGVs are very numerous on the N4 and as they are limited to 90 km/h, together with very limited safe overtaking opportunities, that's already a 10% increase in time spent travelling on the 100 km/h sections, however I have noticed that more often than not, it's usually private vehicles who cause most of the delays, with a speed below 80 km/h of the lead car in a long queue being not at all unusual.

    it’s a frustrating road alright- there’s huge swathes of good hard shoulder that nervous nellies can easily pull over to let off traffic safety- it’s called being aware of traffic around you and courtesy to other drivers. Sadly they chose not to. I don’t get it myself, I wouldn’t want a mile of frustrated drivers up my arse for miles and miles

    They have. The start-point of N5 will be moved onto the new road, and some the existing N4 will be redesignated as part of this new N5. There are two likely links, which I’ve coloured Green and Orange in the map below, depending on which junction is going to be designated as the start of N5.

    My prediction is the orange link will be used. (The rest of N4 will become a regional road)

    I recently received a letter from the N4 Project team, looking for permission to access my land, in order to carry out a barn owl survey. It's not big news but it's another piece of information that shows that there is still traction taking place.

    April 2026 update:

    As the project progresses through Phase 3 – Design and Environmental Evaluation, the Project Team would like to advise that various environmental surveys will be taking place over the coming months.

    Daytime ecological surveys will include:

    Bat roost suitability and barn owl suitability surveys of buildings and trees

    Aquatic habitat surveys and breeding bird surveys

    Bat roost checks using tree climbers will also be carried out

    Badger surveys

    Otter surveys

    Aquatic habitat surveys

    Breeding bird surveys (early morning)

    Night time ecological surveys will include:

    Newt presence and absence surveys

    Bat emergence surveys at buildings and trees

    Bat activity surveys

    Barn owl occupancy surveys

    Other environmental surveys will include archaeological walkover surveys, air quality monitoring and baseline noise surveying.

    The Project Team would like to thank all landowners and stakeholders for their ongoing cooperation and support as the project continues to advance.

    Talks with landowners have commenced

    Following the publication of the Preferred Option in 2025, the project has continued to progress through Phase 3 (Design and Environmental Evaluation) of TII’s Project Management Guidelines. The Project Team has been advancing the development of the design and undertaking a range of engineering, environmental and technical surveys to inform the scheme.

    As part of this ongoing work, the Project Team will continue to engage with landowners directly impacted by the emerging design. The continued development of the design now enables a more detailed phase of targeted engagement over the coming weeks, providing an opportunity to discuss the developing proposals, potential impacts and any feedback arising.

    The Project Team remains committed to meaningful stakeholder engagement throughout the development of the project. Following this phase of targeted landowner engagement, wider public information events are planned for later this summer, where members of the public and other interested parties will have an opportunity to view the latest project information and engage with the Project Team.

    The N4 Mullingar to Longford (Roosky) Project seeks to improve safety, connectivity and accessibility along this strategically important section of the national road network, while also supporting sustainable transport options, regional economic development and improved quality of life for communities along the route.

    Further information regarding the timing and arrangements for upcoming engagement activities will be made available in due course through the project website and other communication channels.

    New build around Longford. Exiting Longford bypass is below capacity at roundabouts as it is, let alone if you made it a DC.

    Some online widening at each end but otherwise a new alignment all the way

    On the landowner discussion stuff - I believe that WCC and LCC have bought a lot of the properties close to the existing road over the years; or someone has, because the amount of derelict properties there is higher than anywhere else I've ever seen.

    Considering it is now not going to be online widening, for the most part, I wonder will they refurbish and sell those back off now. Online widening like the Downs section was a definite possibility in the 90s/00s so buying stuff as it came available would have been sensible, at the time.
