    This is turning into an episode of the 'Keystone Cops' - the Department haven't a clue what they're doing. They're making up excuses as they go along. A comedy of errors and the clowns are us farmers.

    More likely they'll hire in a few consultants to see what went wrong.

    I wouldn't be surprised if their IT issue isn't a man made one brought about by upgrading the mapping mid way through a scheme. General IT "glitches" don't go on for months

    Late payments are nothing new ,Its a psychological strategy to frustrate and grind farmer outsiders down in a stacked market ,grit your teeth and play the game

    This IT problem spiel is a little hard to swallow. The technology is commonplace and is used to pay wages for most people in the country. Also, it isn't as if this is a new system for the dept, they already have an existing system that does the exact same thing across a range of schemes. So to suggest that it couldn't be fixed for almost two months is ridiculous.

    There is nothing but talk of clawbacks and penalties when farmers don't meet certain criteria etc, well it is about time there was something similar written in to these schemes to combat the same issue in the opposite direction. There seems to be an attitude of 'oh ye are lucky to be getting anything at all, ye should be thankful' as regards farmers getting their payments. I wonder would they accept the same attitude if their wages weren't paid for two months?

    Payment can only issue where all the required validation checks have been successfully passed. Some 10,100 cases did not pass all the checks.
    According to the Minster for Agriculture, Michael Creed work on processing these cases, including development of further IT functionality, is on-going with a view to effecting payment as quickly as possible. 


    Whatever IT functionality was used to pay Glas 1 would have done us. Looks to me like someone made a hames of it :(

    I was just told that it'll be 4 to 5 weeks before everyone gets their initial 85% payment.

    The shambles continues, anyone regretting going into Glas now?. Nutrient Management Plan next but will have to pay planner what I owe him if hes going to do that?

    Good question, I'm in that boat myself but I wouldn't be expecting it anytime soon seeing as we seem to have plenty of lads that are compliant and have got nothing yet.

    Does anyone know if they have released the date for submission of the nutrient management plans yet?

    Mightnt be able to do mine until about 3 months after the deadline, so July.

    We seem to be back where we were before SFP was introduced with an array of subsidies tied to farming and interminable cross checking and payment delays

    The final 15% of Glas was supposed to be paid in December then pushed out to January and the latest report is the end of February.
    I don't think it will be paid in four weeks time either when so many are still waiting for the first 85% of Glas payment.
    Also no word of when glas+ will be paid
    The reality is that this could drag on all year
    Nobody in government seems to care about farmers anymore.

    Was anyone here that's still waiting on payment inspected? What did they look for?

    Minister has sent out a press release saying their working on it. Doesn't say when it will be fixed though and still 10,100 people and their families unpaid. I've lost patience. Don't want to hear any more waffle. Just want payment in my account.

    Still waiting here too.

    When (if ever) this is all sorted the main agricultural representative bodies really need to nail the Department of Agriculture on this Charter of Rights when it is being reviewed again. Right now its not worth the paper it is written on.

    Yet if it is done right it is probably the only hope we have to avoid a repeat of this GLAS payments fiasco. There has to be a penalty of some sort for the Department when they err.

    What are the farming organisations' opinions on the delay in payments to us?

    From what I can see, their silence is absolutely deafening in relation to GLAS. Years ago there would be a least farmers' protests regarding this issue.

    OH's friend was inspected. He is in GLAS 1- thm, bird boxes, bee boxes and bee sand from memory. Inspector measured the areas of thm and counted the various boxes. He is still waiting on his 85% payment.

    IMO the reason for the farming organisations silence is due to the fact that the payment is small (up to €5000 or €7000 if you are GLAS+) and generally caters for small farmers.

    I'm guessing that the farm organizations see that the Department are in a mess with this and that no amount of complaints and protests will accelerate the process. Whatever way they sort it out, be it manual payments or more IT or outsourced mapping/parcel experts, It's going to take a while

    Therefore they're keeping their powder dry for some other battle, especially one that can be won.

    Only a hunch though!
