    That'd be awkward. They could only have hearings between the morning run and the evening run and no hearings during Christmas, Easter and the summer holidays. They'd all want travel expenses and they'd need large parking spaces. I suppose they could take it in turns in collecting other drivers and bringing them to the tribunal, though all the other drivers would have to be blindfolded so that they don't know what route they are being brought on.
