What can be done to introduce Dutch-style cycling infrastructure and culture here?

this comes up very occasionally on the cycling forum, that it's in the sports category, and can be quite leisure/sports focussed. but unless you split it up, you'll always be in a situation that someone can say it's in the wrong category, because it can be many things to many people, often simultaneously.

and splitting it up would not make sense, as there's so much crossover of topics and questions.

On the Dutch equivalent of Adverts, Marktplaats they don't have a sub category its just bicycles and mopeds.

just to clarify, i was talking about the comments on where the cycling forum itself should 'live' or whether it should be split; rather than talking about adverts.ie
