Well, there is no management and no restriction, that is the fact no matter what the cause may be.
Other EU countries may have some form of management or at least they keep records, but not Ireland.

Every EU State offers 3 months unconditional residency - with provisos for public order and health. The enforcement of the restrictions inherent in freedom of movement don’t require registration - that’s entirely optional for the member State.

There is nothing wrong with Ireland remaining Irish.

If Ireland doesn't remain Irish, and what's yours is mine, and I want to live in your house, then what's to stop me?

‘Sufficient Resources’ constraints on non-worker long-term residency - in the form of restricted rights of social assistance provision. The resident may not be booted out of the country for failing to meet this criteria, but their access to welfare assistance is constrained, potentially meaning they might have to leave if they can’t find another means of income.
