    Yep they do. Will these ones be NIMBY’s however. I get that impression but they are a minority

    It wasn't mentioned in the budget speech but planning & design starts in early 2019. It was mentioned in some publication but I can't remember where.

    Traffic every morning now is backed up to Mallow South junction every morning, there doesn't seem to be any reason for it.

    The daughter of an American tourist who was killed at a dangerous junction on the N20 has pleaded with the chief executive of Cork County Council to consider options other than full closure.

    Diana Baker, whose father, James, was killed in a crash alongside Peggy Adams at the Waterloo junction north of Cork city last year, wrote to Tim Lucey yesterday saying the full closure of the junction, which has been in place since June, has “upended the lives of local residents”.

    The Minister for his own constituency recently said the M21 around Adare would be complete by 2026, and that's ready to go to ABP. A similar timeline on the M20 would anticipate an M20 opening in 2031/32

    With an election looking more and more likely he (hopefully) won't be around much longer.

    I would have thought the M21 would be a 2.5 yr project starting in approx Q1 2021?

    2031 for the M20 is lunacy if true.

    The question is how quickly it could be open to traffic. You can add time then for all that things that could go wrong.

    Last time out design started in early 2008 and lodged for planning in February 2010 which is pretty impressive considering N69/N21 Foynes Limerick and N6 Galway Ring Road are 4.5 years and still counting.

    Early design studies have been carried out already in 2017-2018.

    - Design to lodge planning application - 2 years.
    - Decision from ABP - 1.5 years.
    - Advance Works, Archaeology, further develop outline design, tender documents- 1.5 years
    - Tender Award Process, Financing from Banks etc 0.5 years
    - Construction - 3.5 years (Probably two PPPs)

    So best case 9 years which would see the scheme opening early 2028. Can't see it happening any sooner. May have some elements open earlier as the construction progresses.

    Main Risks:
    - ABP reject scheme - low
    - Legal challenge to a grant of permission - medium
    - Funding/ change of government and lose priority - low
    - Legal challenge to tender award from losing bidders - medium
    - Banks pull out of financing - preferred bidder withdraws - low
    - Next global financial downturn -???

    I see someone has refused to stop using the Waterloo junction.

    Passed by earlier and there is tyre tracks from traffic driving on the grass verge in behind the direction sign on the Cork side. They've even removed a small section of the timber railing to gain access.

    Cheeky sods, it was dangerous enough exiting from a tarred road, never mind a grass verge!

    Closure of the Waterloo junction was rejected on Monday night at a meeting of Blarney & Macroom councillors. Outright closure was rejected, which was followed by a proposal for a left out junction. This was also rejected and the councillors involved have stated the minimum they will accept is a left in left out junction. Decision has been deferred pending discussion between Cork County Council and TII.

    I was just on the infamous PROC forum and I came across a post from someone and this is it, with respect to boards I have not linked to it but here is a copy and paste of it:


    M20 isn't needed..all we need is a dual carriageway..as a motorway cannot have learner drivers, and other users..1 billion is too much for not so many KM's

    There are a large cohort of these people living in Rochestown as we have discovered over the last few years so maybe it's one of those.

    Lot of people commenting on road schemes without knowing the technical details, but thankfully this doesn't have much of an input on roadbuilding policy.

    Had to cross the N20 today at Hynes Cross south of Banogue in busy bank holiday traffic, an absolute age waiting for a break in traffic, not for the faint hearted.

    Hate this road so much!

    Perhaps Deputy McGrath may also take a look at an even more critical motorway in his own constituency, where his party leader has been attending musical events hosted by people trying to block it
