    You have to break it up.

    23 - 2 corresponds to the 2nd row and 3 to the 3rd letter
    18 - 1 corresponds to the 1st row and 8 to the 8th letter and so on ...

    Then you'll get a phrase - Pay attention to the ň!!!

    Save the pic and open it in paint. There you'll be able to cut the strips and move them around. What clues are given/what's the title - i can't remember

    there are two clues, the title says "move the strips up and down..."

    and the two clues are

    ".. and red from left to right"
    and
    ".. and read from left to right"

    its driving me insane

    crud - cant remember. I think if you move the strips up and down (don't mix them up) then it spells out something. Only line up red with red and blue with blue. I think its THE something
