Ardee -> I don't think so, the work is that the land was CPO'd and the scheme designed using what are now obsolete standards, so the scheme is being redesigned to comply with modern standards. I'm not sure why the people in the area didn't object previously given that this Ardee bypass scheme has been ongoing for many, many years.

Cloghan -> tender documents being prepared usually means the land has been CPOd and the scheme is ready to go to construction tender. Is this information incorrect? Not familiar with this scheme to be honest.

I agree that it's daft. That section and the N21 are incredibly frustrating to drive due to traffic saturation

They must be doing their sums with these schemes as WS2 rather than the stew of various standards and villages they actually are

Part 1 leads to part 2 in your question. Underspending leading to underresourcing which causes these delays. There simply isn't the financial and personnel resources to do everything.

Along with a Minister for Transport who couldn't give 2 hoots and instead of actually implementing the Road Safety Strategy published in 2013 he's running off on solo runs about speeding and drink driving.

This is actually not the case, it's the opposite. There are a handful of shovel ready projects and the majority of them are at tender.

It's the lack of project near shovel ready status for around 2021/2022 is the major issue here.
