    This might sound harsh, but they probably have two old age pensions coming in, medical cards, don't have a mortgage, don't have a car so no related expenses - why can't they pay from their own pockets for extra home help?

    I think it's one or the other you can't take 2 state pensions, they might have others from their employment though.
