    The plans we've seen for this route send the tram / future metro through low-speed, low-width reseidential streets.

    That would be a stupid mistake because it dramatically lowers transit times and reduces capacity through interaction with traffic. Look at the red line, it's already common to see two trams waiting for consecutive sets of lights. Also, bigger distance between junctions means more opportunity to expand to metro length vehicles later.
