Delinquent kids kicking my door, how to manage this?

I think I posted a thread quite a while back about living in an apartment complex which has four different blocks. One of the blocks is owned by the city council and Focus Ireland manages it on their behalf.

At that time I had mentioned there were kids in the council block, using a common space between the blocks to play football and they were going nuts and creating a noise disturbance.

I received advice here to report them to their management, Focus Ireland, which I did, and the issue was apparently resolved because thereafter, there was virtually no further disturbance.

Recently, I was informed that they were only temporarily in the Focus Ireland property, whilst their other council house, their main residence, was being refurbished.

So they've moved back there, out of the apartment facility. Should be good cause it means they're gone now, right?

Wrong.

Turns out, they apparently didn't take kindly to being reported and scolded, presumably, by their management company. Cause now the kids are coming around in the evening time and kicking my door, then running (they knew it was me that reported them cause I told them off several times in person before reporting them).

Anyways, due to GDPR, there's this new regulation where I'm not allowed to look at CCTV footage, but the security guard checked it out on my behalf and clearly identified them as the same kids.

i.e. now they've moved out, they're coming by and kicking my door to f**k with me.

The camera footage is too low definition to identify their faces though, so cops won't act on it (spoke to them already and they examined the footage too).

So, what are my options?

Cops said, when it happens, I could immediately dial 999 and their control center has CCTV in the surrounding streets, but to me it sounds improbable they'll find much or act on it.

I could contact Focus Ireland again and explain circumstances, but I don't know what could become of that.

Apparently there's an organization called "Tusla" that might deal with delinquent kids?

Really what I need is to positively ID them myself.

It happened this evening by example, and I could see a kid run off and he looked 90% like one of the bastards that used to kick football into peoples windows, but cause I only saw him running away, there's 10% uncertainty.

Any thoughts?

Someone mentioned to me to get a wifi doorbell camera, but I only use my phone hotspot for internet, plus couldn't they just tear that off the door anyways?

The Focus Ireland manager did provide me with a contact in the county council, the council owns all the housing of course, whether permanent or temporary, and apparently this contact sometimes deals with anti-social behaviour.

Perhaps once I 100% ID the kids as being those who were formerly raising hell, then I can simply touch base with him? Thoughts?

The issue in doing so is, cause of GDPR now, it's painstaking to get a look at the facilities CCTV (will speak with our private management Co. on Monday, see what happens, but our private security guard is adamant this must absolutely be done through either police or the management company. Even a member of the building ownership group can't check it out apparently).

I could alternately get the wifi camera but as above, don't know how that could work off a hotspot?

And lastly, if I can get a good look at them whilst they're running off, just visually ID them.

But I need to be absolutely certain it's them before I press matters further with the responsible authorities.

I'm open to suggestion though.

You have answered your own question, report the disturbance at you door to the management company, it is their role to address such matters. Let them do the detective work. GDPR is the modern equivalent of Health and Safety rules, as the excuse used to avoid responsibility.

Tusla have no role here. If they're no longer in Focus accommodation, then they have no role either. If the kids are council tenants but the offending is happening off council property, then they won't get involved either. I would struggle to see what your management company can do, law enforcement isn't their job.

Honestly, the best thing here is try to ignore it and hope they get bored eventually.

They know they are absolutely bulletproof. Scrote kids with scrote parents, they're invincible. Even if you could get a Garda to be interested, they'll be laughed at when they go knocking on the door.

Best thing to do is ignore it. They’ll move on. You’ve already done an awful lot more than most people would. Going further will just rile them up even more.

Túsla are the state’s child protection services. If you reported the family to them then a few kicks on the door would be the least of your worries.

If they aren’t doing actual damage I’d say they will get bored eventually if you don’t react.

They should be punished but sometimes it’s easier if they just get bored and move on.

I know we live in the age of it being a scrote-free-for-all, but I simply don't believe it's part of the human condition to simply allow obscene conduct to go unchecked.

With a cognizant approach, I feel this absolutely can be addressed.

I already shut them and their mum up when they were running rampage around the apartment facility (well, to be fair, focus Ireland acting on my behalf did, but I kicked things off).

Technically, they weren't in "focus Ireland accommodation" then either. They were outside their residence, on what could technically be thought of as "public property".

Maybe after efforts have been expended I'll find myself coming back here and conceding this post was correct;

But illustrating the issue to my management company, etc., seems almost like an obligation on my behalf as a diligent tenant.

Yeah I got that feeling too, just intuitively.

Our facility security manager suggested it.

I guess he meant it as an absolutely last resort if things get totally OTT.

Alas no.

It started off a few months ago, very intermittently so I didn't pay attention. But they're ramping up their efforts recently.

i.e. it's getting worse, not better.

Overall, best case scenario would be, management install a more modern camera system (to be discussed at their AGM next week), and police can clearly identify the perpetrators by way of said footage.

And then every time they come by, I simply dial their control center and report it.

Problem solved.

Failing that, it's me getting a wifi cam installed on my door, which is looking difficult as I operate from a mobile hotspot only.

It's a nice thought, they'll just move along but experience tells me this will just have to be concisely addressed.

First job is positively ID'ing them.

Which means my management company have to show me their CCTV camera footage next week.

It means you put the SD into the slot on the camera then when someoone sets off the motion detector it records the clip straight to the SD card which you can then view on a laptop (or connect to it with your phone) and view the video that way, no wifi or data necessary.

I dont own that specific device and my house is wired up with Blink cameras which most definitely need wifi to see or record anything but I would be 90% sure it will record to that SD card even if not connected to a wifi network. Id also be 90% sure you'll need to connect it to wifi the first time you set it up and tell it to record motion sensor videos to the SD (you'll need a good SD card aswell btw), your phone should do the job for that initial setup though.

Im curious myself now so Ive posted a question on the Amazon page for that camera Ive linked, Ill let you know what replies I get tomorrow.

Are you friendly with any neighbours that might give you their password if you explain its just for a camera?

That camera you bought is a load of junk to be honest, it won't catch anything for you. Once they see a camera they'll just start putting up their hoodies and you'll never catch their face. Then they'll know you're engaging and it becomes a more enjoyable game for them.

Yeah to be honest I ordered it cause on that site there's a 10 euro minimum order and I needed to make up the difference from 7:50 for a pair of compression leggings (gets cold in the gym over the holiday season).

But I guess we'll see what's what.

It's got about 50 thousand reviews and averages at 4 stars.

If it's motion detecting, hopefully that will stretch the battery-life.

Thing is I live in a normally good area.

The issue started when they were re-housed here on a temporary basis when their council house was being renovated.

What general area do you live at?

Reporting to management company is a correct form of action for the long term good of the estate. I live on an (nice) estate of apartments & housing, we had kids from outside breaking into cars in the underground car park. All reported to local Gardai who always responded and to property management company. Eventually they installed a fully monitored high grade interactive security system which dealt with the problem quite substantially. Ongoing pressure can yield results.

Though it’s a particularly leafy estate with floral plantations etc, one newer block was built in a section for social housing, but there’s not been an issue. I suspect these quiet family tenants are “selected” for suitability to blend in.

In my experience, the guards will do nothing to address this. This is why things like neighbourhood watches exist, though I would imagine that starting on these days would be hard.
