    Yes, that's what it looks like, walking through an open door and the the door handle snags the jeans loop, stopping you dead!

    Can be very embarrassing in a crowded corridor.

    Could be to do with the base? Couldn't build it straight due to the bedrock being too far down for the piling?

    If in doubt, trust to wikipedia -
    It is designed in a circular shape to force drivers to slow down and to allow for pedestrian access along the one-way circular route, including crosswalks that allow pedestrian access to either the inner or outer sidewalks of the circle

    Though why pedestrians would want to cross to the middle part I don't really know.

    I think if it was only to slow traffic down, speed bumps would have been more cost effective.
    My first thought was a backhander, but Uruguay is one of the least corrupt countries in South America

    Why wouldn't they, though?

    Same with crashes. You would want people off the bridge. Does the path go under the road at the points?

    "Why wouldn't they?" isn't really an answer in fairness. Also, there's a footpath along the edge. In the case of a crash/breakdown, anyone wanting to get off the (very small) bridge could safely walk along it.

    The ideas of the fishing spot and tourist attraction make more sense.

    I didn't see that there was a path around the outside, relatively low res image.
