Its all a complete farce at this stage. It looks like diesel powered vehicles will be taking the impact of this virtual change, i.e. more waste based ( cooking oil & tallow) additives rather than food based, (not sure for ethanol in petrol there is an equivalent "double counted" type additive?). And all the latest truth on diesel powered vehicles ( ala VW)  is they are more polluting than petrol.
I think the 5% limit on Ethanol in petrol won't/ can't be changed this year and that is being protected by adding the waste oil to diesel, and double counting the percentages. At least this is good news for any of us with older petrol powered machinery, like myself ( 2001 motorcycle) and bad news for any of us with diesel powered machinery like myself ( 2010 diesel car).
