    I think this has been brought up before, and the general consensus is that clubs aren't members of the ICU, whereas they are members of the LCU. So clubs can vote at the LCU AGM, but not at the ICU AGM.

    Seems logical anyway. Which isn't to say it shouldn't be changed if there was a better system.

    It's a silly idea. Not every ICU member is a member of a club and even those who are can have different opinions to the majority of their clubmates. Every player who pays their membership fee should be entitled to their say in the running of their union.
