Of the three hosts it just happens to be king troll, who makes his money off political humor, thats driving the offending plate.

The same troll who appears to have a hatred for porches(and Porsches) from previous episodes of the show.

So surely on that conspiracy theory

clarkson would have been driving a Jag , Bentley, Lotus even a rover with an offending licence plate .

But a German marque doesn't sound right at all

Lotus, Bentley, etc didn't have the right reg plates.

There are many many black porsches that could have been used.
Yet that particular one was chosen.

Not for customs/excise/shipping documents if you want that particular plate.

A Bentley may have got him called up by the boss for trolling.

    Had to keep it subtle.

Oh yes and then of course they later find a second set of joke plates in his boot.

    B311 3ND.

Bell end - the man is in his 50's.

I have to way I'm quite surprised the customs officials in Argentina didn't spot the number plate when it first entered the country.
Surely they would have had to have given them the exact details of each car before even putting them on the boat over.
Still think it was an amazing coincidence.
