    (4) A person guilty of an offence under this section shall be liable on summary conviction to a fine not exceeding £1,500 or to imprisonment for a term not exceeding 6 months or to both.

    EDIT: in case this is taken as me suggesting there are only 2 examples, it is not, I'm just providing the first 2 that I came across as the poster said they couldn't post direct links. There are plenty more, unfortunately.

    Anyone who assaults anyone should be made responsible. It's not like cyclists are a different race of people than motorists or pedestrians or shopkeepers, etc...
    It's people assaulting people, irregardless of their mode of transport.
    Unless a driver uses his car to assault someone, that is assault with a deadly weapon.

    It's very unfortunate what happened your son/daughter. For what it's worth, PIAB are excluded from any involvement in claims for Psychiatric injuries.

    It would be extremely difficult to prove negligence in the type of case/ causing the symptoms you outline. An insurance company would be unlikely to want to settle and going to court would be a massive risk. A route unlikely to be recommend by any Solicitor/Barrister.
