    I have seen the news. There is a problem in the US whereby the two houses of the parliament are deadlocked and neither side is showing much willingness to budge.

    The thing is: this problem is caused by the members of the two main parties voting purely on party lines. If just five democrats in the Senate voted against their party or just seventeen republicans in the House voted against their party then the problem would be solved.
    So this deadlock is caused by people voting purely on party lines. I'm arguing for the opposite of that; allowing people to vote against the party without sanction.
