Cant find the state i was thinking of..it might have been a town and not a state,but to me the same mechanic can also be applied nationally.
This link above shows its been going on there since 2006.

Id like this to happen in ireland too instead of using bankers outrageous interst laden notes/credits we could use our own local/national currency for local/national needs and the option to use the much more exspensive internation money for international transactions.
It would be a start in the right direction anyway.
That direction being back the way we came! lol
