    So if this fella in the OP's story was able to get nicked for taking a picture up her skirt, could he also be nicked for looking up???

    If the charge isn't actually "taking a picture up a girl's skirt" but is, instead, "Public Order offence (causing harrassement, alarm or distress)
    or behaviour likely to cause a breach of the peace" as one poster said, then is looking not in the exact same category?
