I agree about choice 1 but I think choice 2 might be the opposite extreme and that you need a certain level of horniness and tension to make a good decision. Hence choice 3.

What you're describing is more so down to, what is someone doing. If one is masturbating at a higher rate more than having sex, it's going to be less responsive to sex, because one isn't doing it.
