So what you are saying is that people who don't pay their TV licence should just use the "I have had a bad life, drugs were forced on me from an early age, I don't know who my father is cause my mother is a HO" then they won't have to pay licence fee. Cool I must remember that one.

You won't pay the fee anyway. You'll be brought to jail and let out a few hours later. The fine won't be paid. Your prince sentence of 12 hours is in place of the fee.

No. You are putting words in my mouth. I said from what I have seen in my short years in the courts, the people who end up coming in on TV licences/parking tickets/taxes /speeding fines etc usually end up in jail because they refuse to play ball. They tend to come in on a high horse and argue black and blue (against their solicitors best advice) that they wont pay the tv licence/speeding fines etc because its unconstiutional/human rights yadda yadda yadda and as such wont pay the licence now or ever, wont pay any fines, wont do any community service etc Its almost as if they are secretly hoping to get jail time.

At least the junkies are usually only too delighted to get off the hook and will take the judges first offer and not stand there arguing and debating with him and refusing to co-operate.

North Korean "re-education" systems come into my mind for some reason.
