    So you'd rather they leave everyone out so
    - they can be easily caught in cross fire
    - used easily as hostages
    - more easily killed with explosive devices
    - the suspect can easily carjack to get away
    - the suspect can easily use explosive devices to kill yet more people
    - the suspect can use public transport
    - it'll make it harder for cops to catch him thus prolonging the entire event

    Yep, your right, let's leave everyone out..... Sure they'll be fine, what's the worst that can happen?
