Is there any restrictions on buying a rifle scope from the US....say a Nightforce?

    Yes.

There are certain brands of scopes such as Nightforce, most anything Mil-Spec, etc that have a strict No Ship clause with the dealer.

Irrespective of what anyone tells you about how easy they shipped in scopes, etc the fact is you take a risk with every order. Some suppliers have "ways" to get you a scope, but i'm hearing more and more stories of people loosing their scopes at the American border before it even leaves.

Not trying to discourage you, but i don't want you to think its all plain sailing simply because others have managed to do it.

    http://www.eurooptic.com/

Based in the US, ships to Europe all the time.
Alex is a real gent to deal with, have bought a good bit off him.
Always worth a look in the used optics section for demos etc.

Ps you will get caught for tax on import though.
