    he's a dwarf and can't reach the button for the 28th floor, (there was a twist to it too about he could get to the 28th if he had is umbrella with him)
    Yeah you're right, the proper riddle mentions that he only walks the extra bits on sunny days as he has an umbrella ella ella eh eh eh with him on the rainy days.
