So as per one of the articles sparky posted that Harris said its only weeks away from major equipment orders to be annouced. What Cars, Radar and MRV are we saying?

  • Registered Users, Registered Users 2 Posts: 4,570 ✭✭✭sparky42

Who knows at this point, from timescale to actual orders it’s still an open question, I mean the Daíl isn’t really functioning right now with the standoff over speaking rights, and we have the Paddy’s Day break and then the Easter break coming, how many more cabinet meetings before Easter?

Banking on a major announcement from EU suppliers after the St Patrick's Washington visit.

The Institute for Security Governance will arrive over at the end of march to shape the defence forces and be told we went mad on paddys day and bought all this gear so you will have to design around what we bought.

Maybe they were asked what they were doing there? (seriously)

We've all been there when the Amazon parcel arrives and you are trying to figure out what the hell it is?

The current Assistant Chief of Staff is to become the first Chief of Defence.

Brigadier General Rossa Mulcahy will replace outgoing CoS Lt. Gen Sean Clancy when he becomes Chair of the EU Military Committee in May. His role will be organised into the first CHoD this year.

The position was open to application from all DF personnel at the rank of Colonel / Captain (NS) and above

Interesting that the article just assumes that LoA3 is a certainty post 2028.

  • Registered Users, Registered Users 2 Posts: 26,267 ✭✭✭✭Larbre34

In fact, thats not the only thing wrong with the article.

RTÉ are saying that Gen. Mulcahy will have to apply for the CHoD job separately.

    Who is right? 🤷‍♂️

They have to 'apply'? They aren't simply appointed?

  • Registered Users, Registered Users 2 Posts: 4,570 ✭✭✭sparky42

They have to apply and then the Government appoints whoever they want, think this was open to anyone ranked Colonel (or equivalent) and above.

  • Registered Users, Registered Users 2 Posts: 26,267 ✭✭✭✭Larbre34

    It will be Mulcahy though.

The two Deputy Chiefs are slated for retirement, and so will come in a new broom. Mulcahy will be the only officer left in a senior position with the requisite qualifications.

Pitching for the role of CHOD has started publicy. There is also a UK Times article about Harris and equipment but its behind a paywall.

So three sites for the radar heads, two on the West Coast and a Midlands one, 4 bidders, two American, and one Swedish and one French, and Harris is to decide in the next weeks whether to invoke National Security to cut the procurement timelines.

From the Times, sorry about the formatting:

The government is considering invoking national security exemptions to EU procurement rules to fast-track the acquisition of new defence systems, avoiding delays caused by lengthy tendering processes as Europe’s security threat continues to escalate.Simon Harris, the tanaiste and defence minister, is due to meet officials this week to map out a more aggressive and detailed procurement plan, according to government sources. The decision on whether to invoke national security clauses will be made by Harris. One of the projects expected to be fast-tracked is the acquisition of a primary radar system to monitor Irish-controlled airspace, critical not only for defence and security but also for detecting aircraft involved in drug trafficking.

Sorry, we've a general policy of not copy/pasting complete articles, especially not ones behind a paywall/loginwall.

That said, links to bypass sites seem to be acceptable.[/MOD]

Martin should certainly be highlighting the Ryanair business with Boeing.

But I suspect if he is to carry a weighty message from Europe, it will be for a grand summit of Europe and North America to stop feckin around with bullhorn diplomacy and sit down and talk about everything from Trade to Taxes & Tariffs, defence to migration.

To bypass a paywall, paste the link into https://archive.ph - I'm sure there are other sites as well, and apparently some browsers have a plugin for this too.

The article says "including"… not specifically 4. There is a lot of interest.

If I were to put a radar east coast, I would aim for Mount Leinster, as it has established comms and civil infrastructure an probably the best trade off for Irish Sea/SW approach coverage.

Knowing the DF, they will probably stick it on military land, like Gormanston. Would be funny if they tried to lump it on Lug.

  • Registered Users, Registered Users 2 Posts: 4,570 ✭✭✭sparky42

in terms of where they end up, putting them on military land would make sense if possible for no other reason than I wouldn’t bet against some of our PANA et al loonies and gobshites deciding “neutrality” means they have to be destroyed.

i seen in a few articles over the weekend that the DOD confirmed we are moving to LOa3. Has that actually been confirmed or is it more Harris has said we should?

  • Registered Users, Registered Users 2 Posts: 4,570 ✭✭✭sparky42

I don't think we've seen anything formal out of Cabinet, so for now I think its more based on Harris's comments, maybe tied in with the suggestion that global realities might finally be intruding into their thinking?

I suppose if we do see some accelerated buys starting to be signed off on we might get some more?

As regards the rest of this year, there isn't a huge amount of difference between LoA2 and LoA3 in terms of what can be achieved from where we are today, but the planning cycle, the force re-org and the CHoD appointment all must be expedited, while Harris' big policy job will be to get Cabinet approval for a budget that may be as much as €1 Billion more in 2026 that it was this year, instead of the 2 or 300 million per year originally on the implementation plan. Thats no mean feat given competing demands, in turbulent times.

What may allay that sudden spike being burdened on the exchequer, could be access to a small morsel of the 800 bn ReArm Europe fund - if we enter into secret undertakings that we will vastly improve the security of our own corner of peripheral Europe, including the skies and seas we have, thereby freeing up cover from other NATO states to deploy east.
