Agree with this. Tony returned, probably believing the standing of NPHET was the same as when he left, but also understood the government would not budge easily. Where are you getting that from? you seem to already know the results of the stage 3 trials that are still ongoing.

You are probably mis-remembering the statement that for a vaccine to be viable it needs a minimum of 50% efficacy, the manufacturers are hoping for much higher.
