Ireland has a number of similarities to Mexico. Both have illegal immigrants in the US. Both have a trade surplus with the US and have many American multinationals set up in their country.
Imagine if Trump said he was going to spend €14 billion on measures to prevent illegal Irish entering the US and that Ireland would pay for this. If he threatened US companies planning to set up in Ireland. If he put pressure on multinationals set up here to return to the US. If he threatened a 20% tariff on Irish imports to the US.
Trump reminds me of a schoolyard bully threatening to beat up a small kid if he doesn't hand over his lunch money

That's not the first time he has said he will defer to his department heads, or that he would defer to Mattis on the subject of torture. This is precisely it. It is very much his established negotiation style, as evidenced by his countless interviews on the subject, his books, his TV show, and from myriad reports from those who have had dealings with him. He treats negotiation as a zero-sum game. He uses all the leverage at his disposal without considering the after-effects.

That can and does work well in some situations, particularly in the business world and most especially in an industry like real estate or reality TV. Politics is different, a not just as Trump and his acolytes might like to suggest, because politicians are 'dumb, awful people', who just never had the ingenuity/stupid luck to stumble upon this supposed uber solution. It is because politics involves more than bargaining over price and profit. It involves national pride, sense of identity and war.

Brinkmanship is all fine and good when you are demanding a better price on steel or cement. It is positively dangerous when you are playing with peoples sense of self and dignity.

A cabinet he has stocked for the most part with billionaire/millionaire (Drain the swamp, drain the swamp) Republican donors.

IF he intends to defer why has he repeatedly raised it since the inauguration? Especially after having, pre-election, claimed to accept Mattis's opinion? Why has instigated a review?

Not a lot, when you consider that the main customers are in a land where the drugs would remain illegal. Reverse that and Mexico would be very quick to legalise the production of such products.

In reality, decriminalising drugs would kill the drug gangs overnight and also kill an "nice little earner" for companies that specialise in dealing with anti-drug enforcement in all its forms.
