    Whoy don't you sue the council who own the graveyard for damages? They have enough terms and conditions and required permits to make you wonder how the feck did a non owner get permission to be buried.

    They probably did her a favour, the new husband hardly wanted her to be buried with her old husband and he was hardly going to go in the same grave with them.
