Carers lump sum, not for everyone.

Just thought I'd stick it up as others may be wondering.

The carers lump sum payment will NOT be paid to anyone who was in receipt of a lump sum payment last week.

That is very general or broad but the gist of it is, if you are in receipt of the half rate carers due to getting another welfare payment or received a lump sum last week (usually disability, invalidity, etc) then you will not be receiving a second lump sum this week.

Apparently the phone lines have "crashed" multiple times this morning due to the number of people calling up asking why they did not receive it. No mention was made anywhere (in the budget, citizens information or welfare website) about people only being entitled to receive one of the lump sum payments hence the volume of calls to the department this morning.

I want to stress I DO NOT work for or have any connection to the department, and this is information I got from enquiring myself this morning on another's behalf (after spending two hours trying to get through).

Nowhere in any statement has it said if you receive the disability lump sum that you are not getting the carers one if you qualify for that also .

Yeah, I spent an hour this morning (before 9am) trying to find information before ringing the department but between the social welfare site, citizens information, Oireachtas site, and news paper articles ( the last being updated only yesterday) I found no mention of any "clauses". Hence the reason I had to ring.

On the Oireachtas website it made no mention of restrictions as to who would be paid it, nothing on the citizens information site at all and then all print media stated the same thing, and I'm paraphrasing here;

Those in receipt of carers allowance, carers benefit, domiciliary payment and those in receipt of the carers annual grant (used to be called the respite grant) will receive a €500 lump sum on November 24th (assume it's week starting November 21st but the payment is on a Thursday).

I thought I read that a person in receipt of carer's allowance but not in receipt of domiciliary payment will not qualify for the lump sum.

Write a brief note to minister@welfare.ie and ask your query - you will get a response. Also sent a similar one the opposition spokesperson claire.kerrane@oireachtas.ie

I was under the impression for example if one was caring for two people and getting two carer grants that they'd get two lump sums. Plus the Minister said a disabled person, living alone, with fuel allowance, would get three lump sums. Though it would make sense to put some sort of cap on the money given

The Ministers statement did make it clear that only one lump sum payment would be paid per carer regardless of the number of people try are caring for. So that was not a query.

As for the three payments you mention, people have received all three, I know this from an elderly family member that received all three.

However the carers lump sum is, seemingly, not guaranteed simply because you receive the payment.

Again I'll stress this was told to me "unofficially" by a person within the department after a phone call, but not in an official, as in the Minister said so, way.

That's correct. You must be in receipt of the yearly carers support grant, which you can only get if you qualify for DCA. There's more clarity around all this on the DCA warriors group on Facebook.

From reading what DCA is I don't qualify for that payment as I don't have a child under 16.

However I receive the annual carers support grant as well as half rate weekly payment (I'm in receipt of other benefit payment). I did not receive the lump sum.

Must check If my 16 year old autistic son is getting better now that his domiciliary care allowance and carers support grant are stoped. Hopefully, when they stop his carer's allowance next year he will be fully cured.

If you get the carers support grant you should have gotten this payment. I'd be querying that for sure.

You don’t have to be getting DCA to get the Carers Support Grant.

If you are getting CA or CB you will get the Carers Support Grant.

Certain people who don’t get any of DCA, CA or CB also get the Carers Support Grant.

They should have got the €500 today.

if you didn’t get it you need to email carersbenefit@welfare.ie with your PPSN your DOB etc and mark it urgent.

Hand on heart, that was not there until recently, or the more likely scenario I did not see it. I have seen that page before but the bit about "only getting one payment" is new, to me.

Either way it clears up the confusion.

I reached the end of the thread before I realised it was a revived thread and there is little chance of getting a reply but my curiosity is getting the better of me. How can someone receive both disability allowance and carers allowance at the same time? Surely claiming disability allowance would rule you out automatically for the second. Am I missing something obvious?

It was only one of the €500 lump sums you got last year if you were on more than one qualifying payment. Many disabled people are also carers for other family members. You get half rate carers if you are on both payments.

Many people on DA are also getting CA 1/2 rate in respect of someone (most typically someone they are living with) who they are caring for.
