It has nothing to do with booting anybody out of a seat, I'm speaking about legislation. So with the operator they sell the ticket for 10€ with a seat reservation, and 10€ for the walk up fare, non reserved. Thus the reservation costs zero, according to the legislation a FTP holder should also be able to reserve for "no additional cost" if reservations are available to the general public.
Where does the legislation you've referenced mention anything about an FTP holder? A disabled person has exactly the same rights and access as an able-bodied person

Boardsie Enhancement Suite - a browser extension to make using Boards on desktop a better experience (includes full-width display, keyboard shortcuts, and dark mode). Now available through the extension stores

And some operators are denying disabled people this.

In the exact situation you've outlined, a disabled person has exactly the same rights as an able-bodied person

On the other hand, the operator I had in mind have just told me they will now implement a reservation system for FTP holders when I showed them the legislation.

Agree with Peregrinus that the Regulation simply says that a person with a disability can't be charged any more than an able bodied person, the issue of holding an FTP pass is neither here, nor there.
