A good idea scuppered by the current gdpr and costs of bringing together all the various existing databases. Which is not to say it couldn't be done, just that the powers that be are not willing to put in the effort required.

Each personal injury claim necessitates that the claimant provide their PPS number, in 2019 why the databases can't "talk" to one another is beyond me. GDPR is the biggest excuse to circumvent an awful lot of stuff nowadays. As for effort, that requires money and money requires effort.
