2k parts and labour including an electrician to fix botched wiring we inherited when we moved in. They flushed the system, they also took the rads off the walls but they're ancient and need replacing.

Why did he say he’d come back and powerflush it if you thought he already did?
Anyway, if he’s the kind of installer that thinks taking radiators off a wall is how you clean a system then that says enough. That’s how it was done 40 years ago.
Regarding him ‘knowing’ the system, don’t worry. It’s a heating system, it’s not rocket science. Any good plumber would figure it out in minutes.

The RGI has certified the electrical work for your boiler not the electrician, any reporting will be to RGII and the gas installer will have to explain any issues found.

“What do you mean, there’s 2 lives”
    Or
“Volt free?, how will it power the boiler”

Have an old circulating pump that was connected just after my back boiler from a stove. Stoves gone back boiler and connections are gone, pump is still there but obsolete now presume could put one of these inline there and remove the pump out. The main pump in at the Oil Burner outside.
