    It's not really a trap and it's an easy way to address fly tipping. Catching the individual flytipper is never going to be easy but that doesn't mean you don't come close off one of the other gaps.

    Thought this measure was too long to get in order. I'm not sure how to tackle the individual flytippers tbh. It may be that you can't...that all you can do is make it more and more hassle for them to get away with it
