    garancafan and ironwalk between them are three-quarters way there.
    All served as foreign minister/secretary of state of one country/sovereign state and subsequently became head of state/government of another.

    1. Kapodistrias was actually part of the government of three states:
    Chief Minister of the Septinsular Republic ( i.e. Ionian Islands ) 1803-1807
    Foreign Minister of the Russian Empire 1815-1822
    First President of independent Greece 1827-1831 (assassinated)

    2. Lindo:
    Secretary of State of El Salvador 1840-1841
    President of El Salvador 1841-1842
    President of Honduras 1847-1852

    3. Bismarck:
    Foreign Minister of Prussia 1862-1890 ( and also minister president for most of that time.)
    First Imperial Chancellor of the German Empire 1871-1890

    4. Shevardnadze:
    Foreign Minister of the USSR 1985-1991
    President of Georgia 1995-2003.



    garancafan and ironwalk owe a question each. Others can vacate the naughty step to which they voluntarily removed themselves.

    Francisco Morazan of Honduras became head of four different states at different times but was never a foreign minister or secretary of state.

    Not that they were the first rulers of their domains.
