It would be a fair task to get manufacturers to fit 15 amp plugs to appliances.

It's not exactly a huge challenge to fit one yourself where something's being built in.
It's not that long ago nothing came with a plug or when it did, it was often a 16 amp continental schuko plug.

An EU directive finally forced the UK & Irish authorities to require pre fitted correct plugs for the local sockets.

The instruction books all say to cut off and fit an appropriate earthed plug. Still possible to encounter situations where BS546 or Schuko (continental style) plugs could be in use. Or, if you move country etc ...

It has no impact on the warranty.

It might be easy to change to a different type, but it's even easier to leave existing one on. Later advantages don't matter to the masses, particularly when blown fuses and no fault on the item are rare.
