Jaysus it'd be great if it was acceptable to go topless for women. Heat here is in the mid-30s and I get around on a bike. With a heavy-duty bra and a top over that, chaffy boobs alert. You just want to throw the whole thing off and let them hang like dangling cows' udders (or sit upright perfectly pert with nipples in the air like proud soldiers on guard in my case Hubba!).

Nope, it's the same here in Spain. Men who walk around topless are considered "Macarra" (or Chav/Knacker). It's different on the beach though. It's illegal in Barcelona to walk around the city topless.

Edit: I personally have no problem with anyone doing it.

Could be argued that it'll create a sense of normality. Sit next to something with a sound you aren't used to long enough and you'll not notice it as much as you did initially.

There are topless beaches on the continent that are open to the public but the rates of rape are not higher than average. The instances of neck strain in men is probably higher though.
Men having exposure to women's boobs in public does not increase rape rates.
