    As opposed to what?
a fully qualified Architectural Technician/Technologist, a fully qualified Engineer?

Exactly the answer is in your post.

    a '94 built home.
Perhaps you should have mentioned that when responding to a new build poster.

i just checked my compliance cert there and it refers to 1990 act, i built 3 year ago

Just a reminder of a post made in December 2012, this would imply the build was completed in 2009!

So it was commenced/built in 2009

A fully qualified architect supervised my build and signed off at 5 stages that is why the house is compliant with the drawings / spec and the conditions of fingal co co planning dept, the compliance cert for the house refers to the 1990 building act which i posted previously.
Why would he issue 5 certs of compliance when everyone else only gets 1 cert?

    There are no 1994 regulations

    Prove it.

http://www.irishstatutebook.ie/1990/en/act/pub/0003/index.html - 1 x cert of compliance was given when the build was complete - 5 x site visits to inspect each stage of build is conforming to drawings / planning permission and building control act.
