    It would seem not. The bigger question is, why did Leo bring up the plan in the first place?

    Pick one or all:

    Spanner in the works.

    Delaying tactics / trying to make it look like the review is looking at all options.

    Attempt to discredit Metro North - reinforces idea that it is about serving the Airport only/mainly.

    He tends to talk a lot and later claim all sorts to try and change his story. Even going as far as implying or letting people infer that a journalist made something up.

    Linked to that, he sometimes does not know the importance of what he is saying -- he was asked if we can't go to the market in transport = can't go to the market at all, he agrees.
