    Hmmm... those links have a date updated of "Date Updated: 24/05/2012". Would prefer some newer information if it's available.

    I think this is the orignal PPP tender notice:

    Contract Notice: N11 Arklow/ Rathnew PPP Contract (NRA) (dated 19/06/2009).


    The following notice in relation to the N11 A-R itself predates the above:

    Contract Notice: N11 Rathnew to Arklow Road Improvement Scheme - Design and Build Construction Contract (Wicklow County Council) (dated 06/06/2008).

    This AFAIK was before the N11 A-R was bundled into a PPP with the N7 NLX scheme.

    Like the M11 gap, this is NOT starting on the 10th October and we do not know when it will start. There have been no official announcements and the only rumours I've heard are vague: ie: Q4 or early 2013.

    I wish to hell they would get cracking on this. The hold ups are contant, horrific on Friday afternoons especially and bank hols.
    It totally undermines the progress made upgrading the Red Cow interchange, especially on the outbound side.

    Totally agree.
    As someone who uses it twice a day, five days a week, I think it is utter madness that they upgraded the M50 without resolving the bottleneck at NLX. I do not know why they do not see further than their frames on their glasses.

    Its a real pity they lumped this in as a PPP (before borrowing rates made those unsustainable). This could be started immediately with direct funding (and forget bypassing Belturbet for now, for instance).

    This already has been taken out of the PPP and is now being directly funded. It was announced last December, so one wonders if BAM are extracting the urine again.

    Are you sure about that? I thought Newlands and the M11 gap were still a PPP (of sorts). I could be wrong though.

    As far as I know it is still a PPP, as such, but Bank of Ireland are funding it.

    In fact upgrading this junction has been a priority ever since the M50 upgrade but has been stymied by delay after delay. The austerity/crisis has not been kind to it.

    Indeed. Itself and Adare are true bottleknecks still. Actually made worse by improvements to nearby/feeder roads.

    Folks,

    I enquired about when this would actually be starting. Here's the NRA's response:
    The Authority is continuing to work closely with the preferred tenderer for the N11 Arklow to Rathnew Public Private Partnership (PPP) contract (which includes the upgrade of the N7 Newlands Cross junction) with a view to achieving contract award towards the end of the year.

    Nothing new, unfortunately.

    Anyone have any further updates?

    I was talking to someone at the weekend who heard that as part of the new Kerry Group investment in Naas one of the conditions of investment was that they had to be able to get from Naas to the airport in 20mins. The governement had agreed to change Newlands cross (as planned) and also create some sort of outer ring road to connect across. This is just a story I heard but would be interesting if true as it may get minds focussed on getting this Newlands project completed asap.

    I would imagine the first priority will be to completely upgrade the entry and exit points of the millennium park in Naas

    Chinese whispers I'd say. Even with a Garda escort, you'd need to average 120km/h to make it from Naas to the airport in 20 minutes.
    It may have been on the promise of upgraded infrastructure alright - removal of Newlands X would create a single uninterrupted trip from Naas to the airport possible. But not a 20-minute trip time.

    There is an outer ring road that brings you up as far as Lucan and onto the N4. Afaik there were plans at one point to extend the ORR to the N3, but these were shelved in order to "encourage" drivers to take the M50 toll bridge instead.

    Sorry but the "plans" for the LOOR never went past the feasibility study, there was no scheme ever announced or actual planning begun.

    The road you're referring to is a local link road.

    Newlands Cross: This is in planning but due to a series of unfortunate events, we don't know when its starting.
    The Outer Ring Road already exists all the way to the N4 basically. There are plans to build it as far as the N3 though. This would make no difference to the requests here.
    Better access to the Millennium Park could be provided by the planned Osberstown or "Naas Middle" interchange. This is proposed but the NRA are fighting it.
    Also you have the small matter of the proposed D3 upgrade of the Naas Bypass, which is also necessary.

    Nearly but not quite right. That part of the ORR was cancelled not due to concerns over loss of revenue to NTR but due to concerns that people would use it as a ratrun to avoid the M50 which would have filled Lucan up with M50 traffic. It was primarily an environmental concern.

    I live in Tallaght and the journey time to Dublin Airport is 20 mins. From Naas I cannot conceive how it could take less than 35-40mins regardless of what happens at Newlands.
    Better access to the Millennium Park could be provided by the planned Osberstown or "Naas Middle" interchange. This is proposed but the NRA are fighting it.
    Why? I wasn't aware of this. Is that junction mainly developer-led?
    Also you have the small matter of the proposed D3 upgrade of the Naas Bypass, which is also necessary.
    This has also been reactivated.

    Present Position: November 2012 - The construction scheme is part of a PPP bundle contract being organised by the NRA which includes the Rathnew Bypass in County Wicklow.

    Not necessarily, as the two schemes are being built by different contractors and the exact start date is up to them, but it's probably ballpark alright.

    Developer and indeed a different part of KCC (who want to connect a bypass of Sallins to it)

    Have they split the PPP? This was originally to be done as a PPP along with the M11 gap... I wasn't aware anything had changed so they'd have to be done together.

    Varadkar's Dublin West. Newland's Cross isn't in the Dublin West constituency is it?
