That's him. You have very good reason to be creeped out.
Do you have a link to story?
Eugh thanks for the heads up, what a creep hopefully he gets locked up.
What a horrific thing to do to someone.

It doesn't solve the issue properly at all, but an option to help with confidence in public, particularly in situations with aggressive strangers - learn to defend yourself.

Some sort of martial art or say boxing.. whatever is most suitable for you.
I know you can say "I shouldn't have to learn to fight to be safe in public", but the reality is, there are a lot of assaults in public.

Being able to defend yourself is a great confidence booster in those situations, and in the event you do get attacked, you've a much greater chance of coming out on top.
You shouldn't need martial arts skills to be able to use public transport!

Simple fix to all this is enforcement of laws in place.

Have specific inspector teams on the road day and night.

Having just 4 for over 1000 vehicles is laughable.

They should hire security like on the Luas but just for the rougher routes after a certain time. I don't they'd be needed for all routes just the likes of the 13, 27, 40, 76 and 79/a which seem to be the routes that have most of the problems. That would give the drivers some backup if there's to be any incidents or they have to refuse someone travel and would reassure passengers.
