Scratch Map Etiquette

Now, I always thought that the idea was that you'd limit yourself to scratching where you'd actually been in a country. So, for example, I've been to Italy but never south of Rome, so I've only scratched Northern Italy. Been to America, but only New England, so only scratched that part etc.

Another friend has a completely different approach. She's been to New York only, and has scratched the entire US. She's been to Delhi, and scratched the entire sub-continent.

So, AH, which of us is correct in our approach? What would your scratch etiquette be, or if you have a Map, what is it?
