Churchill probably. He came out with a few good retorts.

On Free French Leader and President of France 1958-69, Charles de Gaulle: "He looks like a female llama who has just been surprised in her bath."

Churchill was a prime cnut though that just happened to be right about the dangers of Hitler. That doesn't mean he's not good to be quoted but here's another gem of his

“I do not understand the squeamishness about the use of gas. I am strongly in favour of using poisonous gas against uncivilised tribes.”

At least quote the whole passage, especially the bit where he states lachrymatory gas.

In all seriousness lads. Ten thousand years of the written word and the most quoted person ever is a 20 year old cartoon clownman?

    Arsebiscuits.

In all seriousness, surely there is a case the Homer Simpson is rather like Lao Tzu, or Confucius to a degree, in that his sayings are actually composed by many writers..

I'd rank Twain mostly as a result of the following, which I only read for the first time some days ago:

When we remember we are all mad, the mysteries disappear and life stands explained.
