They definitely do, by and large, though I'd say it's more of a cultural thing than due to anything inherent. Lower-class black Americans are often raised in a very musical environment and are exposed to a lot of African or African-influenced music containing complex polyryhthyms. This bestows them with a good sense of rhythm and is probably the reason why blacks are considered better dancers, as well as why they've been so influential in the evolution of 20th-century music despite only making up a small portion of the population.

I really wish I knew what you mean, I think I vaguely sort of almost but not quite nearly had it a few times but I'm not sure if that was intended or I missed something.
