    I've looked at every single one from the 19th and 20th centuries and came up blank. Unless he was foreign minister of Russia under one guise and then President under another?

    Ok, time for some clarification. He and another man were joint foreign ministers. Keep away from post-Soviet Armenia, Kazakhstan etc.. He was 19th century.
