This was from Sound of Drums/Last of the Time Lords. From the scenes of the Master as a child on Gallifrey. David Tennant, being the Doctor Who nerd he is, really wanted to try on the Time Lord costume. The photo was printed in Doctor Who Magazine at the time.
Also, I'm pretty sure Louise Page the costume designer talked about getting the headdresses from a Doctor Who museum/collection somewhere. That's one of the headdresses from the original series - they pulled off the seal of Rassilon and stuck on ones with the new Who Gallifreyian type. Which is why the seals are missing in this photo.
To clarify, that isn't an actual collar used in *Sound of Drums/Last of the Time Lords*, that's apparently a [genuine Time Lord collar from the classic Doctor Who series]
This shot's apparently from a costume test from when they were designing [the new series costumes]
. Originally made in the 70s during the Fourth Doctor's era and used through the Sixth Doctor's serial *Trial of a Time Lord*, apparently only four of them are known to survive today. They're apparently very fragile, so I doubt they'd go ripping off bits.

To be honest, it says a LOT about how adolescent and melodramatic the Dr/Rose romance was that it's put against Glee as its peer. Ergh, no thank you. The Twilight comparisons are kinda apt in retrospect, though you could argue the emotional trainwreck in this story was the Doctor, given Rose met him when post Time-War & after he'd lost it all 0
