If you go here http://www.tcd.ie/orientation/pre-arrival/packs/ it has a list of the different packs. There's a different one depending on what course you're doing so I'm guessing the difference is that they have information on the meetings and registration related to your course, rather than on all the different courses.
As to when to send forms etc back, I'm thinking that its just the fees ones that have to be sent back now

Me too, it says to send them both together (FRS1 and GF1), but I still don't know if the grant is finalised yet, so I can't fully fill it in Is anyone else in this situation? 0 -

Unless you're non-EU or don't qualify for free fees in some other way, the government pays your tuition fees..0 -
